image alteration / timestamping program in python/powertools/powershell/c++ or any simple language

The program will be organize and generate selected number of images from the repository of images. The images are of surgeries of dogs. [Samples attached]


Need a program to be written in python/powershell/powerautomate or similar simple scripting language
The inputs will be as follows in a text file.
Date, male, female
1,22, 24
2,23,22
3,23,24
There will be a repository of images that is classified into male/female of around 4000 images. More images will get added each day.
The purpose of the program is to generate enough unique images from a collection if images by using the following functions….
1. Crop/rotate/slight colour variation
2. Put a visible timestamp on each image as per the provided rules
3. Also change the time/date of the image in the EXIF record as per the set rules
Each image should look distinctly different from the other.
The image must follow the following rules
1. Each image time/date must be on working days that include Saturday but not Sunday.
2. The images for the day should be timed between 5 minutes to 8 minutes after 8am in the morning. So image one will have timing of 8.00.00 am, image 2 8.05.55 third will have 8.12.10 am and so on.

The OUTPUT images shall be stored as images with name as 01-SEPT-22-M-001 [DATE-GENDER-NUMBER]
