help installing and launching a python app

I downloaded an app from GitHub. The app can be seen on YouTube: https://www.youtube.com/watch?v=k-OvfekZ0YQ . I've downloaded the app but can't get it to load. Need help if affordable. Links to where to download the app are in the description in Youtube.com link above.
