fixing error numpy vectorize

This project is for fixing the code error.
This code is for calculating ship carbon dioxide emissions.
I'd like to speed up this code.
So, I used the numpy vectorize, but it occured some errors.
Code error message is follows:
TypeError: float() argument must be a string or a number, not 'DataFrame’
ValueError: setting an array element with a sequence.
