fetch and Parse xml data with an API call - JavaScript or php or python

I have a XML link that I am trying to extract data from and the parser is not responding properly because of wrong headers. ,Your job is to solve the problem or write a simple query to extract data from XML. Possible long term API development. Please message if you have written calls like this before. and I will send you the instruction.
