excel file read and filter data using python

I am looking for a Python developer with experience in reading and filtering data from an Excel file. The file format is .xlsx and any library can be used for this project. The main requirement is custom filtering of the data, so the ideal candidate should have experience with creating custom filters in Python. The project involves the following:
