develop a feature extraction algorithm using HB-KT and Face recognition using RSVM

I am looking for a freelancer who can develop a feature extraction algorithm using Hybrid Block Overlapping KT Polynomials (HBKT) and Face recognition using RSVM which can work real time using webcamera. The purpose of this algorithm is to enable facial recognition. I prefer the algorithm to be programmed in Python. The project needs to be completed within a month.

Skills and experience required:
- Experience in developing feature extraction algorithms using HB-KT and Face recognition using RSVM
- Real time web camera working for face recognition with 95% or above accuracy
- Proficiency in Python programming language
- Knowledge of facial recognition technology and algorithms
