conditional docker file create and build

I am looking for a DEVOPS who can create a conditional Dockerfile and build it using Python. The ideal candidate should have experience with Docker and Kubernetes(manifest file)
Specific requirements for the Dockerfile will be provided by the client. The developer should be able to understand these requirements and implement them accordingly.
