R code to python ( statistics function)

I am currently trying to convert a function written in R to python, its just 2 line of code, It is a function to implement Generalized linear mixed effects model with poisson distribution, I tried many functions using python statsmodels but couldn't able to get the same output as in R, let me know if you can help me with that. Thanks.
