code for forest wildfire smoke recognition in images

There is a camera which shoots images over the heads of the trees of a forest. The code must recognize changes either from smoke or clouds or dust and give back as output the info that there is something in the picture, maybe a possible hotspot, and to give the position of this spot (the center of it) in a coordinate system with the pixels assuming that the start position 0,0 is the lower left posistion of the image. The language must be some of the C+/C++/Python. This project usually uses artificial intelligence techniques so the programmer must be an expert on these.
