cmd fix Windows 10 and spyder issues/set up

My system doesn't execute basic commands. It's just set up. Furthermore, there are issues in my spyder environment not recognizing installed packages. You may access my system and try to fix and explain due to my lack of knowledge and patience. This may take 1-2 hours.
Afterwards, some tasks regarding data inserting and formatting Excel files using Python can take few hours. Perhaps there is more work ahead on setting up some gui.
