build windows tool to connect to server using RDP and start app executable from server

I am looking for a skilled developer to build a windows exe tool and HTML application that will connect to a server using RDP and start an app executable from server. The tool will be used on the Windows operating system. The preferred programming language is Python, but other languages like C++ or C# can also be considered.
