build Graphical editor that contains graphical components for configure public key cipher schema

I am looking for a freelancer to build a graphical editor that will contain graphical components for configuring a public key cipher schema. The ideal candidate will have experience with Python programming language and be able to recommend libraries or frameworks for building the graphical components.
