binary newsgroup poster / download tool -- 3

Hello, i´m looking for a programmer who can add a download function to my existing program (binary newsgroup poster).
like the program "sabnzbd".

Furthermore, a few adjustments should be made and the usability improved.
stability and security should come first.
please keep in mind that changes may still be made during testing

My Requirements are:
-download functions like the program "sabNZBd"
-for Windows
-python (nntplib,tkinter,os)
-modern GUI and a nice logo :)
-source code,commenting on the source code properly !
-expandable !
-API usage
-Periodic check if files still complete
-option for hidden autostart
-The program is supposed to download a certain sort of links like url use with an browser or pdf with an pdf viewer.

these functions are already available but should be improved: is already integrated just needs to be improved:

-rar/7zip support
-multipar support (https://github.com/Yutaka-Sawada/MultiPar)
-automate posts by scanning folder(s)
-auto delete files/folders once posted
-full obfuscation of the Article Header
-support several servers
-Header check -Schedule posting
