bash or php script for bulk mailing

I need a bash (php, python) script wich will send email based on .txt files.
I need everything to be on different text files like: email-list.txt, smtp-list.txt, message-html-template.txt.
It should include something like setting a batch, or something of how many emails to be sent at once (by a smtp). also a timeout setting between emails.
The application should not use mysql or any other database, because will slow down the sending. It should be able to send a couple of million emails very quickly.
