bash cron check script ( 5 stars )

Simple - this is a simple one - there are many ways to do this but this is my requirement for now.
Need a script that will check if the script is running; and do nothing, but attempt to start it if it is not and then do a step "pkill python" and then start again. Have this run in cron every 5 minutes? (can it email me)?
