automate tasks in adobe premiere pro

I need a script to automate the following tasks:

1.- Select every other clip from the timeline
2.- from the selected clips cut 2 seconds from the beginning of each of the selected clips and cut 2 seconds from the end of each of the selected clips
3.- if the clip is 4 seconds or shorter delete it instead of cutting it
4.- Delete all the spaces left between clips after the cutting

This script should be compatible with windows
