YOLOv8 Python License Plate Recognition

I require a College License Plate Recognition System developed with Python. The key components required are:
- Use of the YOLOv8 model for plate detection. The detection should be real-time using webcam.
- An incorporated Optical Character Recognition (OCR) library for the recognition part.
- It should match the characters of license plate from an excel sheet that already contain the data of college cars in an excel sheet.
- A model that produces at least 95% accuracy.
- An easily navigable user interface.
The system does not need to process an enormous amount of data daily, as it will be dealing with less than 500 entries. Thus, the solution should be designed with this volume in mind.
Ideal applicants are experienced in Python programming, YOLOv8 model applications, and OCR libraries. An understanding of user-friendly design for interface development is considered a significant plus.
