Write a script for the Overpass (Openstreetmap API) with Jupyter Notebook

I need a Jupyter Notebook produced that queries the Overpass API from Open street maps. (no current preference on exact instance of the API but I should be able to edit this in the future). The script will iterate through a list of geo-coordinates (such as the one in the CSV attached) and query the entire change history based on nodes of a select type associated with that location. This change history will then be saved as a CSV file. I require the notebook to have basic formatting and commenting so I am able to edit and adapt in the future.
