Write ci checks for a repository

I am looking for someone to write ci checks for a repository written in Python for CircleCI. Specifically, checks that focus on code quality. The repository consists of various components written in Python that has to be tested for code quality. Therefore, I am looking for someone with experience in setting up CI tests and checks, preferably in Python or another language like golang and JavaScript. Must have knowledge of terraform and github action and atlantis. Furthermore, the right candidate must also have knowledge about the Circle CI platform in order to properly set up the checks.
