Windows app for Cryptocurrency trading

I require a windows server app to connect the different brokers and apply purchase & sell conditions following 6 indicators logic, 4ema + rsi(sma) on 4 different time intervals. Then use volumen and market cap to filter wich of all crypto currency are allowed or not to be transacted. Normally most coders do Python and pinescrypt. I want this be done on windows, with connections via api to Binance and other exchanges. I have being scammed by a cofer called Kannadasan from Edincorp india, of this website, so if any coder wishes to work for me i require see previous experience and be able to communicate via voice and video calls. Milestones would be : 1.- $25 software able to connect binance via API, 2.- $50 Software able to extract the required data for filters and technical analises, 3.- implement technical analyses $75 4.- implement 4 Buy/Close/Sell orders $100 5.- Display/Design Features. $200 6.- install and habe it running into a rented VPS $100.
