Windows Twitch Engagement Chat Bot

I run live streams on Twitch and need a lightweight Windows-only bot that signs in with several of my own accounts and keeps the chat lively. After loading a simple list of usernames, passwords and the target channel, the tool should log each account in, listen to the live IRC feed or Helix API endpoints, and post context-aware messages every few seconds.
The responses must be generated from the current chat activity—so, for example, if viewers start talking about a boss fight, the bot can drop hype lines plus the appropriate emotes. A single message may mix text and emotes, and I’d like the frequency, delay range, and word/emoji library to be editable from a JSON or INI file.
I’m not looking for a heavyweight AI model here; a rule-based or keyword matching approach is fine provided it looks organic and avoids spam throttling. Please code in whatever language you’re comfortable with—Python, Node.js or C# are all acceptable—as long as the final product runs smoothly on Windows 10/11 without extra paid dependencies.
