Widevine L3 Decryptor Windows

I am looking for someone who can develop a Python program that is able to decrypt Widevine encrypted videos. The Python program would take the URL to the MPD file stored on the provider’s server, the URL to the provider’s Widevine license server, and then use that information to download the raw MP4s and decrypt them with the Widevine keys grabbed by the program using the license server URL. After this, it should be muxed to MKV for archival. The Python program should be compatible with either a 2209 CDM or an Android L1/L3 CDM.
