I would like to create a web bot app

I have a website that i need to track it for any change every few seconds and if any changes happens notify me immediately and fill a form on the same site then submit the form instantly.

I prefer mobile app on ios/android but don't mind other option like server side applications can run on Linux eg Ubuntu 20.04
