Web-based Rule Engine with AST

I'm looking for a developer to create a simple 3-tier web application consisting of a user interface, an API and a backend, all designed to determine user eligibility based on various attributes like age, department, income, spend etc. The application should use an Abstract Syntax Tree (AST) to represent conditional rules, allowing for the dynamic creation, combination, and modification of these rules.
Key components of the project include:
- A NoSQL database (preferably MongoDB) for storing the rules and application metadata. You'll need to define the database schema and provide sample data.
- A graphical user interface for inputting rules.
Ideal skills and experience for the job include:
- Proficiency in web development with a focus on creating 3-tier applications.
