Web Application Pipeline

I'm looking for someone to create a pipeline such that any traffic passes through the website be inquired from a python code and then it allows or not allow the traffic to pass (python code gets the log (ip, time,...) for the traffic and outputs a binary value to allow or not allow). It's also fine if it reject the traffic with some delays.
I also need to easily collect the logs for any activity in the website. You can use any open-source codes for any part. I need the main code be written in python.
Also, it should be easily adaptable for any given website.
