Wanted: Custom Vtuber Voice Changer Desktop App

I am a soon-to-be Vtuber on Twitch --- AstroBehr.
Along with using an animated Vtuber Model instead of a face cam, (a cartoon bear in a spacesuit), I would also like to use a voice changer, to make my voice sound deeper with the Eastern EU accent, a slight animal timber/growl for the bear effect & random bear *sighs*/growls/snorts when random sounds get picked up by the mic

Speed = 0.9
Still sounds too female & is for TTS, not a filter for live Voice
Is this possible to make this into a custom desktop app?
