Voice and name recognition project

I would like a program (preferably a web app) where I can say a word (eg a street name) and assign a number to that word with my voice so that any time I say that word again, the computer can call out the number I assigned to the word. It is a very basic and simple project for those who have handled voice recognition projects before. If you are web developer and you think this is project you can competently handle, please let me know. Also See video attached for an audio explanation.
