Vissim Expert for Signalized Intersection Simulation

I need a Vissim expert to simulate a signalized intersection using COM server. The simulation will have to follow specific conditions based on data from queue counters.
- The simulation will need to adjust signal times and states in response to average queue length. This means that the traffic lights should change based on the average number of vehicles waiting at the intersection.
- The primary expected output of the simulation is a detailed traffic simulation report. This report should provide delay, queue length dissipation time.
