Virtual Camera

I need an app that will take a pre-recorded video and create a virtual camera with it.
If I open any application like skype, obs or any other that takes a webcam as input, the virtual camera created by the app should be an option. And the pre recorded video should be the "image" that's shown in skype, obs, others.
It'd be great if you write the app in python but any other language it's ok
