Video Codec in Matlab

I'm in need of a specialized freelancer to create a video codec focused primarily on compression and good PSNR bit per pixel rate. I have already written a codec in matlab but it need improvements in terms of PSNR bit per pixel rate.Here's what I'm looking for:

- **Core Objectives:**
- Develop a compression algorithm for videos
- Ensure high performance(PSNR/bpp)
- Maintain user-friendly operation

- **Ideal Skills:**
- Experience with video encoding/decoding, neural networks can be used also.
- Proficiency in MatLAB, Python
- Knowledge of digital video formats and compression standards
- Knowledge of machine learning is preferable

- **Expectations:**
- Deliver a lightweight codec solution
- Provide documentation and usage guidelines
- Work within the agreed-upon timeline
