Vehicle Speed Detection using OpenCV Python

I need a web app using flask that measure vehicle speed detection. Upload vehicle video. and save data in Microsoft Excel to the speeds of every vehicle in the frame. also the project must have home page, about page, contact page, singin and sing up. don't worry about more CSS design.
