VCF Parsing Tool Development

I'm looking for a tool to parse VCF files for specific rsIDs. The tool should take an input list of rsIDs in CSV format and process an unzipped VCF file larger than 1 Gb.
if its going to be a python script must give clear instructions on how to install and run
Requirements:
- Input: A list of rsIDs in CSV format.
- Input: A VCF file (unzipped, >1 Gb).
- Output: A VCF file format with only those rows containing the rsIDs from the input list.
- Retain all headers from the original VCF file.
Ideal skills and experience:
- Proficiency in file parsing and manipulation.
- Experience with VCF file format and genetic data.
- Strong programming skills (Python, R, or similar).
- Ability to handle large files efficiently.
