Using whstapp web in automated way to send messages

We need a program/ code snippet preferably in PHP to explore using Whatsapp web to send messages (broadcast) to a list of phone numbers.
We have seen some examples in Python on the web where people do it.
A very cheap Whstapp API will also help.
