Using AI, Python and Linux to Remove A Background from a video

Looking for someone to build an ai tool that can be used offline, e.g. TensorFlow or similar to remove the background of a video and superimpose another video in the background.
Needs to run on Python 3.11.
The budget is $15.
I have no issue using online projects as long as it works and is accurate and doesn't look pixelated.
