USB Interface Building

I am looking for a specialist to develop a RPI interface to talk to a TROTEC T510 timber moisture meter over USB and return the current reading so it can be sent to a PLC over Modbus TCP/IP.
My budget is 300~350 AUD and looking expert can complete in 7 days
