Translate Pine script (Tradingview) functions to Python

I'm looking for someone who has experience with Pine script (Tradingview) to translate a couple of functions to Python code. The output visualization isn't necessary, just the range function translation.

Deliverable would be the working Python code where I would pass in an array of Close prices and input parameters and output would be the h_band, l_band, filt arrays.
