Tool to minimize Latency when watching Live YouTube streams

I'm seeking a software developer to create a tool that minimizes buffer length and live latency for live YouTube videos.

I'm watching YouTube on my desktop in Chrome browser. Your solution should work for any live YouTube video.
Requirement: The solution must keep the "buffer length" to less than 1 second for any live YouTube video.
You will need strong software development skills for this project. When contacting me, send me an example of previous experience you have with a past project that is most related to this one.
The deliverable could come in the form of an existing Chrome plugin, or instructions on changing settings directly in YouTube, or a Python script or something related to this.
I will pay $300 USD for a working solution that meets the stated requirements.
