Telegram user fetch and bulk message send

Looking for a telegram pro, to make a bot that can fetch all the users out of a group, discard any kind of names with bots and send a bulk message to all the users. I know telegram has limits, but I need you to bypass the limits. I also know this will also ban me possibly. No problem. This needs to run on Mac OS. Needs a simple GUI
