Telegram bot (python) to post to telegram channel, group or direct to user via command line

I need a telegram bot to post alerts via command line
The command should be able to have at least the following parameters:
1. destination (channel, group, user)
2. text of post (text can include any valid text as web links)
3. image of post optional (image to post with message, can be an URL or a local file system file)
the project should be made in python, and should include instructions to set the application and the way to register bot with channel, group or user that can be reached.
