Telegram bot + Web scrapper on Linux server

I need a Telegram bot (Python or C#) that goes to a certain website and use OCR or image processing to extract price pictures from the website plus it needs to scrap some other information for the products (you can write it with python requests or use Selenium) and save the prices both into my Telegram channel and a SQLite database.
The web scraper needs to constantly check the website for new information, for that it should have proxy rotating built in.

This bot needs to have a complete set up, run and maintenance on a Linux server, so proficient Linux knowledge is needed.
