Telegram / Telethon - Write to Users

I have a list of telegram groups, i need to scrape the users out of them and save to csv (python script exists for that)
then i need to write to the users a message, (no need to add them in group or anything else)
the accounts to write to the users (.session-File) can be provided
due to the large volume 1-2 mio users its needed to split the load on each .session
they key task would be, to write all users just one message and dont forget one
because when you scrape them out of the group, not all users have a username, and the ID is just the same within an account -> so if we use another .session-Account, it wont work to write to the scraped ID from another .session
