Telegram TXT Extractor and Video Bot

I am looking for a freelancer who can create a Telegram bot that can perform the following tasks:
- Extract text from files
- Convert text to video

The primary programming language for this project should be Python. The bot should be able to function within the Telegram platform and should include all necessary functionalities to successfully extract and convert text.

Ideal candidates should have:
- Proficiency in Python
- Experience with creating bots on Telegram
- Experience with text extraction and video creation
- Strong understanding of data handling for text extraction.
