Telegram Automated Advertisement Tool

A Short Description: I want an Application/Tool that Mass DMs hundreds of People in Telegram advertising Businesses my future Client will have. A good example of it will be something like: https://www.xyliase.com/
They do what I want to do but for Discord, And I want to do it for telegram.
Long Description (For People who are Interested) : I'm talking with Money ready as I need to get this project done. I suggest you take a look at xyliase tool first because I want something exactly like that but for telegram. I have created a python program already but it was buggy, and was looking unprofessional. The Main Features of it should be:
- Ability to Scrape Usernames from telegram Groups
- Use the Scraped Usernames for Mass DM & The Tool should be able to Send DM's with the advertisement text We specify.
- Join Groups & Forward Advertisement messages to 1000 - 5,000 Marketplaces (On the Links we Specify)
- Ability to Create Multiple Telegram As easy as Possible and with Little to no effort / Ability to Login to Existing Telegram account (s) that we can use to Send Advertisement.
- Automation on: Adding contacts & Then Use those Contacts to Add to my Telegram Group/Channel
Special Note: Some things/Features are negotiable under Special circumstances. If you can do the job correctly and some things have to be compromised, We can talk about it and negotiate the features
