Streetlight Mapping with OpenCV & GPS

I'm looking for a talented freelancer who can develop a system using OpenCV to analyze online video stream footage recorded from a moving vehicle. The goal is to identify streetlight types and pole heights as part of a mapping project.
Key Requirements:
- Identify streetlight types and pole height accurately using OpenCV
- Locate poles with high GPS accuracy (±1 meter) and record their locations
- Output the collected data to a shp file
Environment:
The video footage will be recorded primarily in urban areas, so the system needs to be optimized to work effectively in these settings.
Ideal Skills and Experience:
- Proficiency in OpenCV for video analysis
- Experience with GPS integration and high-accuracy location recording
- Knowledge of GIS software and shp file output
- Previous experience with similar mapping or infrastructure projects would be highly beneficial.
