Statistical plot in R/python/Matlab

I need a script written in R, Python or Matlab (preferably R) that inputs the attached excel file and outputs the two figures for all 4 models present in the excel file.

For the first plot, I need an output as text with calibration slope, calibration intercept, deviation, within-bin variation and within-bin covariance.

For the second plot, I need an output as text with root-mean-squared error for 5% and 10% difference neighbors.
