Speech emotion recognition using RAVDESS dataset and Whisper features

I am looking for a freelancer who can develop a speech emotion recognition system using the RAVDESS dataset and OpenAI's Whisper/Seamless M4T features. The target emotions for this recognition system are Happy, Sad, Neutral, etc.
