Some alterations in Django project

My project is "Analysis of women safety in Indian cities using social network.
In my project, we are analyzing safety of women in 4 cities based on the tweets(our own social network's) from different users in that city.
modules already available:
User- create tweet by selecting the cities they are in.
Admin- view all the user tweets and analyze which city has more number of negative tweets and represent the same in the form of graph.
modules to be implemented:
admin for each city- This admin should be able to access the tweets only of that particular city and and same functionality as the main admin but has access to only his city tweets.
server used- wamp
database - mysql
