Software for sending multiple Instagram messages

I need software made in Python or C# that can send several Instagram messages and with attachments if necessary. There must also be license control. If the program is written in Python, the license can be managed by pythonanywhere.com. I need messaging software + license control. It can be computer software and preferably runs on Windows and Macs.
