Software Defined Radio

I'm looking for an experienced engineer to help me develop a system involving software defined radio for scientific research purposes. The project will require advanced telecommunication understanding for the candidate.

Once project is allocated, Would require daily status and detailed Method of Procedure to deploy in other production system. Github url reference during the deployment is discouraged.
I'm open to suggestions and new ideas that would make this project a success!
