Sincronize local and remote database on python

There is a server and multiple clients
When a table is updated from a client side the row must be mark as updated
When a table is updated from the server side
Must perform Query to the config table in order to know wich client is updating
The rows in the client side must be deleted once is uploaded to the server
Must be a watchdog, is an update in the server wich only indicate the client is alive

The conections to data base will be executed trow API bouth local and remote
The API allready exist

Data base and API will be provided for local develop
Must be configured as a service for UBUNTU
Must run every X minutes, that must be configurable in a config File
The script to set it as a service must be provided
